Durham Military Reforms
The Durham Military Reforms were a set of plans for the regional military proposed by first William Somerset, The Earl of Durham during the First Premiership of the Viscount Sidmouth.
They included the wholesale export of all onsite military personnel to allied foreign affairs partners, with a system of information relay back to the Empire's military leadership regarding operation membership and training activities to enable an internal honours system without any other internal administration being required.
The reforms enabled the Empire to be absolved of any training requirements, as well as not needing to enforce a single military alignment on its citizens, although all operations carried out by citizens in the name of the RAF were to be defender operations only.
In terms of roleplay, the reforms suggested the creation of ceremonial roleplay militaries, whose 'administrative' positions could be awarded as honours to citizens who had either undertaken many onsite operations, or made notable contributions to the culture and RP of the region.
